Trimming regularly can help a great deal. Also there are pills you can take that can help it grow faster. Visit a GNC store to find some. If its the first two then I agree it is time, scalp massage and patience is about the best i can say. Get some nice smelling conditioner and massage the scalp, if its fine hair and your trying to thicken it, dont brush it when wet as it will just break off.

I also recommend a baby brush as they are super soft and very cheap, much better than using any other combs etc.
